The United Kingdom and France to Deploy Troops to the Country if a Peace Agreement is Reached

The UK and France have formalized a declaration of intent concerning the deployment of military forces in the nation should a peace agreement be made with Russia, the British leader, Starmer, has announced.

After talks with allied nations in Paris, he indicated that the UK and France would "create operational bases throughout Ukraine and build protected facilities for military hardware and equipment" to discourage any potential incursion.

The allied nations also proposed that the America would assume leadership in verifying a halt in hostilities.

Moscow has repeatedly warned that any external forces in Ukraine would be considered a "legitimate target", but has so far not commented on this new development.

The Situation and Ongoing War

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Moscow at this time occupies about 20% of Ukrainian territory.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Coalition of the Willing" participated in the Paris negotiations.

He stated at a shared media briefing, Starmer further said: "It creates the pathway for the juridical structure under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the years ahead."

The PM also stated that Britain would take part in any Washington-directed monitoring of a potential truce.

Protection Pledges and Negotiation Stances

Top American diplomat Steve Witkoff said that "long-term safety pledges and robust economic promises are essential to a permanent resolution" in Ukraine – alluding to a central demand made by Ukraine.

Witkoff indicated the coalition had "largely finished" their work on agreeing such assurances "in order that the Ukrainian people know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's partners had made "significant progress" at the meeting.

He added that "comprehensive" security guarantees for the Ukrainian government had been settled upon in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "major development" had been made in the talks, but added that he would only deem efforts to be "adequate" if they culminated in the end of the conflict.

Last week, Zelensky said a peace agreement was "mostly finalized". Finalizing the remaining 10% would "shape the future of peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has often said that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any concession over how to end the war.
  • Zelensky has thus far rejected ceding any territory, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The areas form the area of the Donbas.

The initial US-led comprehensive peace plan that was widely leaked to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered weeks of intensive negotiations – with all sides trying to revise the document.
