Far-Right Former Lawmaker J.A. Kast Voted In as Chile's Incoming Head of State.

Following a conclusive second-round vote, ultra-conservative figure José Antonio Kast has clinched the presidential office in Chile.

A Resounding Triumph

With over 99% of ballots counted, Kast secured 58.17% of the ballots, overcoming leftist candidate Jeannette Jara, who obtained 41.83%.

This signifies Kast's third attempt at the presidency, having earlier been beaten by the current president, Gabriel Boric, in the 2021 second round.

Campaign Centered On Security and Migration

Known for his staunch Catholic views and regard for the period of dictator Augusto Pinochet, Kast's electoral bid was primarily centered on promises to combat growing crime and drastically curb immigration.

He repeatedly cited migrants, especially the roughly 330,000 unauthorized individuals in Chile, for crime rates. During the campaign, he delivered an final demand for them to exit before the inauguration or face removal.

His proposals envisioned controversial measures such as constructing holding facilities, border walls, electric fences, and bolstering the armed forces presence on the northern border.

Amid a Continental Shift

Several commentators see Kast's victory as fitting into a wider right-wing trend in the region, following this year's electoral wins in countries like Ecuador, Bolivia, and Argentina.

Yet, other experts also frame it as a part of the established rotation of power between left-wing and right-wing administrations since Chile's return to democracy in 1990.

Governing Without a Solid Mandate

In spite of his sweeping popular vote win, Kast does not have an absolute majority in the legislature, neither in the lower house nor the Senate, even when all right-leaning parties are grouped together.

This legislative landscape may challenge his agenda, such as a pledge to slash public spending by billions within 18 months—a proposal for which he has yet to provided specifics.

"We have many aspects about what a Kast presidency will operate that we don't know because he has not said the way he will achieve them," said a political science expert.

The professor stated, "On fiscal matters, it is very likely we will see austerity policies common for the right-wing. However where there is far less uncertainty is on security policy, because that has been his central theme throughout the race."
